To configure your Featured Post Section, please go to Dashboard > Appearance > Customize> Blog Homepage>Responsive

In Blog Homepage, you can find different options and for Responsive click on option which will take you to controls of Responsive.

In Responsive tab you can find disable options for slider/banner, featured posts, latest posts and highlighted post which will disable/ enable following settings only from Table/Mobile mode.

Note: Options that are disabled for desktop will automatically disable the respective options in Mobile and Tablet devices.
